FAQ

The Energy Company Obligation (ECO4) is a government energy-efficiency scheme in Great Britain, designed to tackle fuel poverty and help reduce carbon emissions. ECO is an obligation placed on energy companies to deliver energy efficiency measures to domestic premises. ECO is not a grant scheme; it is up to the energy companies to determine which retrofit projectsthey choose to fund, the level of funding they provide, and the Retrofit Coordinator and installers that they choose to work with.

ECO4 measures were able to be delivered from the 1 April 2022. The ECO4 scheme will run until 31 March 2026.

ECO4 focusses on improving the least energy efficient homes and households in fuel poverty, as only properties in bands D-G can be treated. It also aims to deliver a more complete upgrade of those homes, shifting to a multi-measure whole-house retrofit approach.

Funding for the ECO4 grant program comes from medium and large gas and electricity suppliers, including companies such as British Gas, EDF Energy, Eon, Ovo, Scotland Power and SSE

The government’s ECO4 scheme aims to support the least energy-efficient homes in the country, with a focus on low-income and vulnerable households.

One of the main ways companies must measure who’s eligible for the ECO4 scheme is to see if the applicant receives any of the following benefits:

  • Income-based Jobseekers Allowance (JSA)
  • Income-related Employment & Support Allowance (ESA)
  • Income Support (IS)
  • Pension Credit Guarantee
  • Credit Working Tax Credit (WTC)
  • Child Tax Credits (CTC)
  • Universal Credit (UC)
  • Housing Benefit
  • Pension Credit Savings Credit

The government will also make sure that anyone with additional Department of Work and Pension (DWP) benefits has access to ECO4, regardless of whether they receive Universal Credit.

While the focus will be primarily on owner-occupied homes, this new phase of the grant will also support inefficient social housing and private rented housing (if the landlord permits it).

Applications can also be processed via local participating councils flexible eligibility route, for those on low incomes with high heating costs and an EPC of E,F or G or they have long term health issues.

Upgrade to your old inefficient boiler, loft insulation, cavity wall insulation, room in roof insulation, internal wall insulation, air source heat pump and solar panels. Some energy saving measures such as solar panels can only be installed alongside an air source heat pump. All heating measures have to upgrae homes with cavity wall insulation and loft or room in roof insulation to ensure the ‘whole house approach’ for the projects.

Around 20% on your energy bills depending on how old and inefficient your old boiler is.
